Office of Executive Director
Aryamanya Henery Dr.Aryamanya - Mugisha ,Henry - Executive Director
Dr.Aryamanya Mugisha  Henry joine NEMA in 1996 as the Deputy Executive Director He holds a Ph.D in analytical chemistry (specializing inspeciation of space pollutants by using innovative computer assisted analytical techniques) from ohio university,Athens, ohio USA. Dr.Aryamanya-Mugisha, currently works as the executive director of the National Environment Management Authority (NEMA) and is responsible for  environmental  development strategies , implementation and monitoring.

Before joining NEMA, Dr.Aryamanya Mugisha was the director  (deputy permanent secretary) for environmental protection responsible for overseeing the departments of forestry, environment protection and meterology. As the director for environment protection, Dr.Aryamanya Mugisha was responsible for advising government on environmental policies and management strategies in the sectors of environment, forestry and metereology. He was also  responsible for ensuring that effective programmes in these sectors are developed and implemented.

He also coordinated the initiation, preparation and implementation of the National Environmental Action Plan process for Uganda whose major outcomes are the National Environmental Management Authority (NEMA); the environmental investment programme and the National Environmental Action plan for Uganda

Christine Akello Christine Akello - Senior Legal Counsel
Christine is the Senior Legal Counsel of NEMA where she has worked since 2004, first joining as the Legal Counsel. She holds an LLM (Masters of Laws) from Makerere University, Kampala - Uganda (1999); a Diploma in International Environmental Law of the United Nations Institute of Training and Research (UNITAR) (2007); a Post Graduate Diploma in Legal Practice of the Law Development Centre, Kampala - Uganda (1996); and an LLB (Bachelor of Laws)(Upper Second Class Honours) of Makerere University, Kampala - Uganda (1995). .
Fred Onyai Fred Onyai-Internal Monitoring and Evaluation Specialist
He joined NEMA in 2008 as Internal Monitoring and Evaluation Specialist .He holds a Masters of Art in Develpment Studies(Uganda Martyrs University-Nkozi),a post graduate Diploma in Environment Management and Sustainble Development ( Maastricht School of Management neitherlands), post graduate Certificate in Environment Management (Kampsax-Denimark) and a bachelor's of Arts Geograpy-MUK) His Duties inclued the following:Ensuring that there is a comprehensive internal monitoring programme for the Authority,Developing a comprehensive internal monitoring program for the Authority,Monitoring the use of resources (both financial and human) and assessing their cost effectiveness,Monitoring budgeted time against actual time and identified variances,Developing indicators to track NEMA’s performance.
James Elungat

James Elungat- Internal Auditor
James joined NEMA in August 2009 as the Organization’s Internal Auditor. His role involves evaluating the risk management, control, and governance process of NEMA; and providing assurance to Management and the Board on the adequacy and effectiveness of those processes, in addition to providing consultancy services.
He is a Chartered Certified Accountant and a member of the Association of Chartered Certified Accountants of UK. He is also a member of the Institute of Certified Public Accountants of Uganda and of The Institute of Internal Auditors.  He has had extensive training and exposure in the field   of Internal Auditing.He joined NEMA from National Social Security Fund where he was working as an Internal Audit Manager, having been there for more than nine years (since 2000). Before that he worked for Centenary Bank briefly as an Accountant.

Joy Kagoda Joy Kagoda - Senior Personal Secretary
Joy joined NEMA in April, 1996 as a Divisional Secretary attached to the Office of the Deputy Executive Director.  In November, 2001, she was promoted to the position of Senior Personal Secretary in the Office of the Executive Director She holds a Degree in Office Management and Secretarial Studies, Nkumba University.  She initially undertook her Secretarial training at the former Uganda College of Commerce, Nakawa; and the In-Service Training Centre, Kampala. She has attended professional programmes like the East and South African Management Institute (ESAMI) Programme for Executive Assistants in Mbabane, Swaziland.Her duties and responsibilities in the Office of the Executive Director chiefly involve overall provision of administrative/secretarial duties including administrative arrangements for Board, Policy Committee on the Environment and other high level meetings.

 

Rhona Namara Rhona Namara- Senior Personal Secretary
Rhona Joined NEMA in 1996 as a Departmental Secretary, and she worked under the Department of Environmental Awareness and Training.  In 2005, she was promoted to the post of Senior Personal Secretary in the Office of the Deputy Executive Director. She holds a Bachelors degree of Business Administration from Cyprus Institute of Marketing and an Advanced Diploma in Secretarial Studies of Temple College, Nairobi.  She has also taken professional courses and obtained a Diploma in Marketing Management at the Cyprus Institute of Marketing, the East and South African Management Institute (ESAMI) Programme for Executive Assistants in Mbabane, Swaziland and a Certificate in Records Management from Management Training and Advisory Centre (MTAC).In 2003, she was recognised by NEMA as the 2nd overall outstanding employee of the year.



Department of Finance and Administration

Kasekende Mujuzi - Director Finance and Administration

He joined NEMA in February 2008 as Director Finance and Administration. He holds a Masters Business Administration Degree from Uganda Martyrs University, A Bachellor of Commerce ( Accounting) from Makerere University,  a Post Graduate Diploma in Information Technology. He is a full Member of ACCA and ICPAU.  He has had training in Procurement and Supplies Chain Fraud Management and Financial Management in World Bank Funded Projects. He has vast experience in Financial Management and Accounting.As a director is responsible for Appraising capital expenditure proposals and makerecommendations to the Executive Director, Providing general oversight to the Department of Finance and Administration;, Submitting timely and accurate financial and management reports to the Executive Director; ,Preparing operating Authority budgets in consultation with other heads of department, Monitoring NEMA’s performance against budgets, identify and explain variances;

Jolly is the Human Resources Manager of NEMA and a member of NEMA Top Management Team. She has skills in making Human Resource drive organizational strategy. Jolly is a professional HR Manager with skilled hands and mind in helping employees unleash their potentials and talents in delivering their targets, while meeting organizational demands.She holds a Masters degree and a Post graduate diploma in Human Resource Management,a Bachelors Degree in Commerce.

Allan Kasagga - Chief Accountant

He Joine NEMA in 2008 as a Chief Accountant.His duties include:Preparing final accounts for audit i.e Statement of Income and Expenditure, Balance Sheet and Cashflow,Preparing and coordinating the Authority cashflow forecasts and working capital levels,Analysis and management of the Authority’s investment portfolio; identifying investment opportunities of the National Environment Fund funds while optimizing returns on investments,Supervising financial transactions and ensuring their conformity with approved accounting standards and budgetary control  system of the Authority,Liaising with external auditors during the audit and ensuring all audit schedules are prepared and filled before the audit.

Mpuga Jonathan Kagoro joined National Environment Management Authority (NEMA) as Accounts Assistant   in January 2010. He is in Finance and Administration Department. He holds a Degree in Business Administration (Finance/Accounting) of Uganda Christian University.Duties and responsiblilities of Jonathan include:Preparing vouchers for payment and submit to the Accountant for processing,Preparing batches and submitting them to the Ministry of Finance,Managing and reconcile the vote books,Receiving cash and cheques from clients,Paying out cash and making adequate arrangements to dispatch cheques to authorized persons,Handling the cash imprest amon others..

Edith Joined NEMA in April 2002 as a Departmental Secretary. She holds a Post Graduate Diploma in Human Resource Management. She is also a holder of a series of strong capacity building certifications from various institutions. Edith has a wide and rich knowledge of administrative and secretarial skills of experience of over 12 years acquired from well to do institutions that she has worked for; such as Ministry of Local Government and presently in National Environment Management Authority . she has had a wider involvement in administrative functions and acquired a variety of professional skills and expertise especially in areas of; procurement of goods and services, report writing, lesson planning skills, computerized accounting skills among others

Edward joined National Environment Management Authority (NEMA)  in May 2010 as the District Support Coordinator,.He holds Masters Degree in NRM, specializing in Planning and Coordination in NRM from the Institute of Geo-information and Earth observations (ITC), Enschede, The Netherlands, BA (Geography ) from Makerere University, Kampala. Edward has had trainings and wide exposure in the area of environment management. He joined NEMA from Arua District Local Government where he worked as the Senior Environment Officer for more than 14 years. his main duties include: Linking Districts and Urban authorities with NEMA’s departments, Coordinating priority programmes, projects and activities at District among others.

Evelyn joined NEMA in November 2001 as a District Support Officer.She holds 2 Masters of Science degrees in Environmental Sanitation from the University of Gent, Belgium (1998 - 2000) an Veterinary Medicine from Ukranian State Agricultural University, Kiev-Ukraine(1987-1993). As As a District Support Officer, Evelyn provides environment technical advice to Local Governments,Private Sector and Civil Society Organizations. Also she has expertise in community participation, environmental planning, monitoring and evaluation, watershed management and restoration, and solid waste management

Emmy has worked since 2008. Emmy is a Ford Foundation Fellow. He holds a Bachelor of Science Degree in Agriculture from Makerere University, Kampala, Uganda (1997); A Master of Arts Degree in Sustainable in  International Development from the Heller School for Social Policy and Management- Brandeis University(Boston-USA)(2006);A Master of Science Degree in Environment and Natural Resources , from Makerere University(2009); An Executive Post Graduate Diploma in Environment Management from the Maastricht school of Management-the Netherlands(2008); Post Graduate Certificate in Leadership for Social Change from the School for international training(SIT)-Vermont(USA) and A Certificate on the Political Economy of the Great Lakes Region from the Institute for Development Policy and Management(IOB) , University of Antwerp(Belgium).
Emmy joined NEMA from Mukono District Local government where he worked as an Agricultural Officer for 9 years.As a District Support Officer, Emmy provides Environmental technical advice to local governments, private sector, communities and civil society organizations.

 

Herbert Nabasa Herbert Nabasa - District Support Officer
Herbert joined NEMA in 2003 as a Research Assistant in charge of Database and became a project Assistant in charge of UNEP/GOU Integrated Assessment of EU-ACP Economic Partnership Agreement on Uganda's Biodiversity. He currently works as a District support officer and mainly coordinating Environment management activities at district level local government and community levels. He holds a masters degree in Public Health and Bachelor’s degree in Environmental Health Science, has professional training in Energy Resources, Sustainable Development, Project Planning and Management and Database Management.

Persis joined NEMA as an Environmental Education Officer in November 2001. She is a holder of a Master of Science in Environment and Natural Resources Management, a Post Graduate Diploma in Education and a Bachelor of Science Degree majoring in Geography. She has worked in the field of Education and natural resources management since 1983. She has done professional short courses in; Education for Sustainable Development, and Contextualising Teaching and Learning in Schools Using Natural Resources - the case of school tree nurseries.

Prossy Businge Prossy Businge - Departmental Secretary
Prossy joined NEMA in April 2002 as a Departmental Secretary.   While at NEMA, she has had the opportunity of gaining academic growth in  the fields of office management and Public Administration.   Her duties: managing the District Environment Officers’ database,  disseminating information on environmental issues to various stakeholders, compiling departmental quarterly reports, coordinating with PPI department for weather  forecast  updates and  disemminate to  neccesary authorities, and many others

Ronald joined NEMA as an Environment Economist in August 2002. He is a holder of a Master of Arts in Economic Policy and Planning and a Bachelor of Arts Degree in Economics from Makerere University. He has done professional Certificates in Integrated Ecosystem Assessment, Environmental Statistics and Environmental Mainstreaming into Policies, Plans, Programmes and Budgets. Ronald’s duties include; ensuring the integration of environmental concerns into policies, plans, programmes and budgets of lead agencies, contributing to the development of new policies and institutional arrangements for improved environmental management and promoting the use of Economic Instruments for Environmental Management among others.

Eve joined NEMA in October 1999.She is incharge of the  Management of the Library,Coordinator for Environmental Information Resource Centers in 27 districts and a Secretary to NEMA News. She is also a member of various professional bodies like Uganda Association of Library and Information Professionals,Reading Association of Uganda and Uganda children writers and Illustrators Association ,Chartered Institute of Library and Information Professionals,International Association of Agricultural information Specialist,International Association of Aquatic and Marine Science Librarians

Phillip joined National Environment Management Authority (NEMA ) as a Network Administrator in August 2009. He is in Policy, Planning and Information Department. He holds a Masters Degree in Data Communication and Software Engineering of Makerere University and a Bachelors degree of Computer Science Makerere University. He has done professional certificates like CCNA, CCNP, Linux Plus, and MCSE. In addition to this he has a certificate from Groningen University of Netherlands in Managing an Academic network infrastructure and a certificate in Design installation administration and maintenance of network systems from University of Colombo school of computing Sri lanka.

Perry Kiza Ililia -Departmental Secretary
Perry joined NEMA in June 1996 as a Divisional Secretary attached to the now District Support Coordination and Public Education Department. She was promoted to the position of Senior Personal Secretary in the Office of the Executive Director in EMCBP I. She holds a Diploma in Secretarial Studies from former Uganda College of Commerce, Nakawa.  While at NEMA, she has had the opportunity to obtain Certificate in Business Administration from Makerere University, Diploma in Marketing and Degree in Human Resource Management with The Cyprus Institute of Marketing. She has attended professional programme of the East and South African Management Institute (ESAMI) Programme for Executive Assistants in Mbabane, Swaziland.  Previously, she also obtained Diploma in Environmental Education, Development & Practical Skills. Presently she is the Departmental Secretary to Policy, Planning and Information Department.

Waiswa Ayazika Arnold - Director Environment Monitoring and Compliance

Arnold Joined NEMA in September 1998 as an Environmental Standards Officer. In June 2001, he was appointed Environmental Audits and Monitoring Officer. In June 2003 he was appointed Environmental Impact Assessment Coordinator. In April 2010 He was appointed  the Director for Environmental Monitoring and Compliance. He holds a Masters of Science Degree in Applied Environmental Microbiology from the University of Dar es Salaam, a Post-graduate Diploma in Management from the Uganda Management Institute and a Bachelor of Science degree majoring  in Biology, Chemistry and Education. He has undertaken specialized training in energy management and cleaner production for small and medium scale industries, air pollution management and technology, treatment and recycle technology for industrial effluent and waste, sustainable water management,  hazardous waste management, environmental compliance and enforcement,  trainer of trainer in EIA, programme for ISO 14000, strategic environmental assessment, and social safeguard policies and practices. He is a member of the international association for impact assessment (IAIA)

Dr Festus Bagoora Dr. Festus K.Bagoora - Natural Resources Management Specialist
Dr. Festus joined NEMA in June 1996, as a Natural Resource management Specialist, Soils and Land-use, after working in the Government of Uganda Civil Service as a Senior and later Principal Environment Officer from 1989 to 1995. He holds a Ph. D in Environmental Science of Makerere University, and a Master of Science from the University of Toronto, Canada, specializing in Environmental and Hydro-Geomorphology, Soils and Land Management. Also, in 1991, Dr. Bagoora undertook a British Council Sponsored Professional Research training in Climate Change and Land Resource Assessment at the University of East Anglia, England. He has, also, trained and obtained certificates in various areas of Environmental Management and other related disciplines.
Francis Sabino Ogwal Mr. Ogwal Sabino Francis - Natural Resources Management Specialist
Francsis joined NEMA as an Environmental Impact Assessment Officer in June 2003. He is now a Natural Resources Management Specialist (Terrestrial Biodiversity and Rangelands) since June 2005. He is a holder of a Master of Science Environment and Natural Resources Management and Bachelor of Science Degree in Forestry. He has worked in the field of natural resources management since 1994. Margaret Aanyu-Ag. Environment Impact Assessment Coordinator
Margaret joined NEMA in 1998 as a Research Assistant, and was late promoted to the position of Environment Impact Assessment Officer in 2001, the position she has held for the last nine years. Presently (since April, 2010), she is the Ag. Environment Impact Assessment Coordinator. She holds a Bachelors Degree in Agriculture (Makerere University, Kampala), and Masters Degree in Business Administration (ESAMI, Arusha). She has also undertaken several professional training/short courses including: Environmental Management and Conservation (Haifa University, Israel); Valuing Natural Resources (under the auspices of World Bank); Environmental Monitoring Systems (Arab Academy of Science & Technology, Egypt); Strategic Environment Assessment (Ramboll Natura AB, Sweden)

 

Herbert Oule Herbert Oule-Seniore Environment Inspector
Herbert Joined NEMA in 2008. His duties include:Supervising all staff in the Section of Inspections and Monitoring as well as providing guidance to all gazetted Inspectors in their day-to-day work,Developing mechanisms/strategies on environmental inspections and audits (environmental monitoring),Monitoring the effects on the environment of any activities carried out on land, water and air.  This will involve regular inspections in all parts of the country and writing Quarterly reports of these inspections,Determining the form and manner in which samples will be taken for analysis;
Dick Lufafa Dick Lufafa-Environment Audit and Monitoring Officer
Dick joined NEMA as an Environment Audit and Monitoring Officer. He is a holder of a Master of Science in Soil Science and Bachelor of Science in Forestry and a Diploma in Water Pollution Management.He has also done short courses like a certificate in Managment of Hazardous materials and substances,certificate in Strategic Planning for Sustainable Development among others . His duties are:Maintenance and checking performance of environmental monitoring equipment,Checking corporate compliance with environmental legislation and checking the accuracy of environmental impact predications,Verifying compliance with environment regulations such as emission limits amon others
Christine Casedde Kasedde Christine Abonyo - Environment Impact Assessment Officer (EIAO)
Christine is employed at NEMA, as Environment Impact Assessment Officer (EIAO) since July 2008. She holds Msc. in Environment and Natural Resources, a PGD in EIA and is a graduate scientist of Forestry. Christine has acquired skills in GIS, use of hand held GPS and Image Analysis Techniques. She has also got the necessary knowledge to implement a company specific EMS (ISO 14001), Occupational Health and Safety (ISO 18001) standards. Currently, as an EIAO at NEMA, she is responsible but not limited to review of EIA Reports submitted to NEMA for consideration of environmental aspects, thus, advising Executive Director on appropriate decision to be taken for a given project. Grace Bilikadde Grace Bilikadde- Environment Audit and Monitoring Officer
Grace joined NEMA in 2009. He holds Masters of Science in Energy & Environment Management, Masters of Science in Analytical Chemistry and Bachelor of Science(Chemistry and Matematics). He has trained and acquired Post Graduate Certificates in Impact Assessement Follow-up,Formulating CDM proposals and Carbon trading, Cleaner Production and Energy Management, Strategies in Chemicals Management, and; Detection, Decontamination and Analysis of Chemical Weapons among others. His duties include among others: Advising the Authority on procedures, guidelines and protocols on Environmental Standards and Audits,Carrying out post EIA inspections and audits.

Alexi Winyi Mr. Alex Winyi Kiiza - Environmental Impact Assessment Officer (EIAO)
Alex joined the National Environment Management Authority (NEMA) as an Environmental Impact Assessment Officer (EIAO) in February 2008. He holds a Master of Science (Environmental Science) from the University of Botswana and a Bachelor of Science (Forestry) Honours from Makerere University. He has trained and acquired certificates in: Environmental Pollution Control Technology from Hebei University of Science and Technology, Hebei Province, the Peoples Republic of China; Integrated Environmental Planning and Management from the National Institute of Public Administration (INTAN) Malaysia; and Project Planning and Management from Uganda Management Institute (UMI).
Ronnie Twesigye Eng.Ronnie Twesigye - Project Manager-Municipal Solid Waste Composting Project –under CDM
Ronnie joined NEMA in November 2009 as a Project Manager (PM),he holds a MSc Water Science, Policy and Management, University of Oxford, UK BSc Civil Engineering, Makerere University Kampala, Uanda and a certificate Projects In Controlled Environments (PRINCE2) FOUNDATION He is responsible for the day -to -day implementation of the project activities in NEMA reporting to the Deputy Executive Director, and consulting regularly with Director, Environmental Monitoring and Compliance Department. He works with NEMA staff, urban councils and other relevant stakeholders in implementing the project activities.

Isacc joined NEMA in 2008 as Environment Inspector. His duties include,Developing criteria and checklists of areas to be inspected and ensuring that it is discussed, agreed and implemented,Conduct health, safety and environmental incident and hazard investigations,Carrying out inspections of sites that have been degraded or activities that are degrading the environment with a view of monitoring trends and taking remedial actions,In liaison with the Senior Environmental Inspector, coordinate inspections and monitoring activities of gazetted inspectors from Lead Agencies and the Private Sector among others
